His Majesty King Hassan II, King of the Kingdom of Morocco; His Excellency Zine El Abidine Ben Ali, President of the Republic of Tunisia; His Excellency Chadli Ben Jedid, President of the People’s Democratic Republic of Algeria; His Excellency Leader of the First of September Revolution, Colonel Mouamar El Kadhafi, President of the Great Socialist People’s Libyan Arab Jamahiriya; His Excellency Colonel Mouaouia Ould Sidi Ahmed Taya, President of the Military Committee for National Salvation, President of the Islamic Republic of Mauritania;
Given the close-knit religious, linguistic and historical bonds binding our peoples, as well as their common aspirations and destiny; Inspired by the magnanimous accomplishments of our worthy forefathers, who had contributed to the radiance of the Arab-Islamic civilization and to the cultural and intellectual revival that considerably strengthened our common strife for freedom and dignity; Concretizing our common will expressed at the Zeralda Summit in Algeria, which constituted a new quest for the most appropriate means for the edification of the Great Maghreb; Being aware of the fact that meeting the aspirations of our peoples for unity requires that joint efforts be exerted, efficient cooperation be established among our countries and complementarity be preserved in the various domains; In view of the mutations taking place in the world today, the integration processes and complementarity at the international level as well as the challenges facing our countries and peoples in the political, economic, cultural and social fields require us to intensify mutual aid and solidarity, and multiply efforts to achieve our goal; Given the urgent need for bringing our efforts together in the various fields and for a total coordination of our policies, positions and economic and social choices; Hoping that our grouping will make of our region a zone of peace and security, allowing it thus to contribute effectively to the consolidation of cooperation and peace at the international level; Declaring our firm will to fortify the foundations of justice and dignity for our peoples, and to enhance the individual and collective rights in our countries in conformity with the authenticity of our civilization and our spiritual values; Following in the footsteps of the regional unions worldwide, marked by steadfast progress and the rationality of their planning; In view of the fact that the Arab Maghreb countries’ human, natural and strategic potentials enable them to stand up to these challenges and to adapt themselves to the eventual developments within the decades to come; Being convinced that a unified Arab Maghreb constitutes an essential step towards Arab Unity; Being convinced that the establishment of the Arab Maghreb Union will reinforce the Palestinian people’ strife for liberation and for the recovery of all its imprescriptible national rights; Being convinced that an evolutionary Maghreb entity will allow our countries to sustain joint action with the other African countries for the progress and prosperity of our continent; In view of the fact that the Arab Maghreb Union will be the ideal framework for giving shape to the will of our peoples to consolidate the ties with all friend peoples and to sustain the international organizations and groupings to which our countries adhere; Responding to the aspirations of our peoples, recognizing the delicacy of the present conjuncture, and being aware of our historical responsibility; Reaffirming our tenacity to our spiritual values, to our historical authenticity, to openness to others and to the principles of international ethics; Declare, with the guidance of God and in the name of our peoples, the establishment of the Arab Maghreb Union, grouping of complementarity and joint wills, cooperating with the similar regional groupings, and an interdependent bloc aiming at contribution to the promotion of international dialogue, resolved to defend the principles of Good, to mobilize its peoples and potentials to consolidate the independence of the Member States of the Arab Maghreb Union, to preserve their accomplishments, and to work together with the international community for establishing a world order where justice, dignity, freedom and human rights prevail, and where sincere cooperation and mutual respect are the hallmark of relations; To achieve these objectives, we have concluded the Treaty that defines the principles of the Union, its objectives, structures and apparatuses;
